CDC anticipates an Approximate Total Fiscal Year Funding amount of $3,000,000 for Year 1, subject to the availability of funds.The NOFO will support Ivorian laboratory institutions and provide necessary interventions to achieve HIV epidemic control. This NOFO will complement PEPFAR clinical and community program interventions by increasing and sustaining access to quality laboratory services for all HIV patients on antiretroviral treatment (ART) in order to improve clinical outcomes and reduce new infections and HIV-associated morbidity and mortality in Côte d’Ivoire. Activities will consist of direct site support or technical assistance (TA), focusing on 5 strategies:•Coordinate the national specimen transportation system•Strengthen the national laboratory workforce, laboratory professional network, and lab-clinical interface•Integrate the laboratory management information system (LMIS) with the national health management information system (HMIS) to provide high quality laboratory and patient information across systems•Strengthen national laboratory policies and institutions and improve adherence to national guidelines•Implement Quality Management Systems (QMS) in all laboratory networks to increase the number of labs, points of care (POC), and voluntary counseling and testing sites (VCT) providing quality servicesThe recipient will provide support and TA to the national public health laboratory (NPHL), HIV/AIDS program (PNLS), HMIS directorate (DIIS), district health teams, and PEPFAR implementing partners (IPs). Amendment III: Additional Updates

The purpose of this amendment is to include the updates as listed below.

This amendment also extends the Application Due Date from March 23, 2021 (3/23/2021) to April 2, 2021 (4/2/2021).

Any applicant who downloaded the application package prior to March 24, 2021 (3/24/2021) must restart their application package due to a mandatory update to the HHS Checklist in the required application package forms in Grants.gov. Restarting the application process is required because the HHS Checklist will be removed from the application package on March 24, 2021. NOTE: Once the applicant logs into Workspace, there will be a warning informing them that the application forms have changed for the NOFO they are applying for.

There is a change to the supporting documentation requirements under Criteria (2) Entity other than a sole proprietorship, eligibility area (2) of the Phase III PEPFAR Local Partner Funding Preference on pages 51-54.

The purpose of this amendment is to correct the following sections of the NOFO, which were missing or published in error when Amendment I: Questions and Answers (Q&A) and Application Due Date Extension was published on March 1, 2021 (3/1/2021): i. CDC Evaluation and Performance Measurement Strategy (under b. Evaluation and Performance Measurement); f. CDC Program Support to Recipients; b. Phase II Review (under E. Review and Selection Process).

This amendment also extends the Application Due Date from March 9, 2021 (3/09/2021) to March 23, 2021 (3/23/2021).
