Description: | According to the Rwandan census of persons living with disabilities (PLWDs) carried out in 2010, PLWDS constitute 5.0 % of the population. Like in other developing countries, disability and HIV and AIDS are multidimensional, interconnected, and PLWD are at an increased vulnerability to contracting HIV. Surveys conducted in the region indicate that PLWDs are often seen as a source of shame, are a burden to their families and communities, and are deemed not to have any value, which often leads to low self-esteem and a secluded, isolated life leading to lack of prioritization when it comes to education and health care. A recent survey by an International Non-Government Organization (NGO), found that PLWDs lack access to HIV education, information and prevention services, they also experience sexual and gender based violence as a result of their vulnerability. This study also reported that persons with disabilities are sexually abused and raped because of the general population’s belief that one could be ‘cured’ of HIV if they had sex with a PLWD. To compound this, PLWDs may be missing opportunities for HIV prevention services because of assumptions that they are not sexually active, or do not engage in other risk behaviors. According to a recent baseline on the social inclusion of persons with disabilities by the national AIDS program, Umbrella of People with disabilities in the Fight of HIV/AIDS (UPHLS), in Rwanda persons with disabilities have difficulties accessing health services due to a number of reasons/barriers to health, such as: the price of health insurance; insufficient availability of specialized services; stereotypes and prejudices that prevent families from bringing persons with disabilities to health center, and health workers not trained to provide services to PLWDs.
In recent years an international non-governmental organization (NGO) had implemented a grassroots national HIV program to provide HIV care and treatment services to PLWDs. This grassroots effort started and complimented a trend in Rwanda of involving PLWDs in the national and community response to HIV services. In the spirit of transition and sustained response, this funding opportunity will allow for a local civil society organization to continue to integrate and implement HIV services targeting PLWDs into Rwanda’s National Health System. |
