Description: The goal and objectives of the program in India is to develop the capacity of Civil Society Organizations (CSOs) to advocate for improved access to HIV Prevention to Care and Treatment Continuum services for KPs in underserved areas of India with an emerging HIV epidemic.

Objectives: By the end of three years the project will increase access to quality prevention, care and treatment services for Key Populations (KPs) in three focus states by:

1. Increasing the number of HIV, health and social welfare public and private sector institutions who provide KP sensitized services.
2. Developing competencies of 50 KP CSOs to advocate for KP friendly strategies and programs to increase coverage and access to quality HIV services for Female Sex Workers (FSW), Men who have sex with men (MSM), Transgender (TG) and People who inject drugs (PWID) communities.
3. Demonstrating innovative approaches to reduce violence against KPs.
4. Increasing the participation of KP CSOs in national and state level (three states) annual planning including policy dialogues (especially around issues related to stigma, discrimination and violence), monitoring and evaluation of HIV services.
5. Monitoring and evaluating India LCI Project and use results to improve and sustain its effectiveness at reaching intended outcomes.

The purpose of this FOA is to engage Civil Society Organizations (CSO) that are capable of increasing effective local health systems/services or networks to address the HIV response by increasing a national commitment to quality HIV activities especially for key populations (KPs).
