The Centers for Disease Control and Prevention (CDC) has unveiled a significant funding opportunity, CDC-RFA-PS-24-0047, titled “High-Impact HIV Prevention and Surveillance Programs for Health Departments.” This funding notice, falling under the discretionary category, offers an unprecedented total program funding of $2.9 billion. This initiative is part of the CDC’s Division of HIV Prevention (DHP) strategic focus and is aimed at state, county, and city or township governments.
The purpose of this funding opportunity is to execute comprehensive HIV prevention and surveillance programs. These programs are designed to not only prevent new HIV infections but also improve the health outcomes of people living with HIV. The funding aligns with CDC’s emphasis on community engagement, health equity, and a syndemic approach to HIV prevention, ensuring that resources are directed to areas with the highest HIV burden and need. The program prioritizes increasing knowledge of HIV status, reducing transmission, preventing new infections, and improving care linkage and viral suppression. It also focuses on maintaining the elimination of perinatal transmission and strengthening response efforts to HIV clusters and outbreaks. Additionally, it offers flexibility for jurisdictions to propose tailored HIV prevention and surveillance activities based on local needs and resources. This approach aims to maximize the impact of federal HIV prevention funding and improve data collection for public health actions. Applications are expected by March 28, 2024, with the program set to commence on August 1, 2024.

Description: | The purpose of this notice of funding opportunity (NOFO) is to implement a comprehensive HIV prevention and surveillance program to prevent new HIV infections and improve the health of peoples with HIV. The NOFO aligns with CDC’s Division of HIV Prevention (DHP) strategic focus areas to bolster community engagement, health equity, syndemic and whole-person approaches to HIV prevention. Applicants will have the opportunity to build their proposed HIV prevention and surveillance program by identifying and implementing activities within the jurisdiction, based on need and resources, to reach the stated goal(s) for each strategy. This NOFO allows for flexibility while ensuring that funding resources are reaching the geographic areas with the highest HIV burden and greatest need. The NOFO priorities are to increase knowledge of HIV status, reduce HIV transmission, prevent new HIV infections, improve linkage to care and viral suppression and maintain elimination of perinatal transmission, with populations. The NOFO aims to attain accurate, complete, and timely surveillance and program data for public health action and strengthen cluster and outbreak response efforts to improve services for people in networks experiencing rapid transmission. Optional activities supporting surveillance, prevention, demonstration project and data modernization initiatives may be requested per availability of funding. The integration of core prevention, surveillance, and Ending the HIV Epidemic (EHE) funding resources allows each jurisdiction to align resources to better match the geographic burden of HIV infections within their jurisdictions, to maximize the impact of federal HIV prevention funding and to improve HIV data collection and use for public health action. |
