Additional Information on Eligibility: Funds will support 5-year demonstration grants (cooperative agreements) between the Administration for Children and Families (ACF) and Federally recognized Indian Tribes (or a consortium of Indian Tribes), Tribal Organizations, or Urban Indian Organizations. Federally recognized Native American tribal governments means any "Indian Tribe, band, nation, or other organized group or community, including any Alaska Native village or group or regional or village corporation as defined or established pursuant to the "Alaska Native Claims Settlement Act (85 Stat. 688), which is recognized as eligible for the special programs and services provided by the United States to Indian because of their status as Indians. In addition, "consortia of Federally recognized Indian Tribes" are eligible under this program. The Administration for Children and Families (ACF), Office of Family Assistance, Child Care Bureau, announces the availability of Fiscal Year 2010 funds for the Affordable Care Act Tribal Maternal, Infant, and Early Childhood Home Visiting Grant Program. ACF and the Health Resources and Services Administration (HRSA), the agencies collaborating to implement the early childhood home visiting program within the Department of Health and Human Services (HHS), also intend that the program will result in a coordinated system of early childhood home visiting in Tribal communities that has the capacity to provide infrastructure and supports to assure high-quality, evidence-based practice.   During the 5-year project period of the cooperative agreements, funds will support: Conducting a needs assessment of the Tribal community that considers community characteristics and the quality and capacity of existing home visiting programs and other supportive services; is coordinated with other relevant needs assessments; and involves community stakeholders as appropriate; Collaborative planning efforts to address identified needs by developing capacity and infrastructure to fully plan for, adopt, implement, and sustain high quality home visiting programs that have strong fidelity to evidence-based models;  Providing high-quality, evidence-based home visiting services to pregnant women and families with young children aged birth to kindergarten entry; and Rigorous local evaluations that may include examining effectiveness of home visiting models in serving Tribal populations; adaptations of home visiting models for Tribal communities; or questions regarding implementation or infrastructure necessary to support evidence-based home visitation models in Tribal communities. Cooperative agreements will be awarded for a needs assessment and planning phase in Year 1 and, pending successful completion of that phase, submission of a plan that meets requirements, and approval of this plan by ACF and HRSA. funds for the implementation phase will be provided for Year 2 and beyond. During the needs assessment and planning phase, grantees will engage in a collaborative process to conduct a community-wide needs assessment and develop a plan to meet the identified needs by building the capacity and infrastructure needed for the adoption, implementation, scaling up, and sustainability of evidence-based early childhood home visiting programs. During the implementation phase, the grantees will implement their plan and provide high-quality evidence-based home visiting services to families, begin to track progress towards the required 3- and 5-year benchmarks, and fulfill any research or evaluation requirements contained in the cooperative agreement.
