Additional Information on Eligibility: | U.S. citizens and lawful permanent residents are not eligible to apply for funding as a prime recipient (lead organization). Applications will only be accepted from organizations.
Foreign entities, whether for-profit or otherwise, are not eligible to apply for funding under this FOA. State, local, and tribal government entities are not eligible to apply for funding as a prime recipient (lead organization) or subawardee (team member). DOE/NNSA National Laboratories are not eligible to apply under this FOA for funding as a prime recipient (lead organization). DOE/NNSA National Laboratories are eligible for funding as a subawardee (team member) in collaborations led by other institutions.
