The Bureau of Justice Assistance (BJA) is offering this grant to establish a vital Resource Center for the Elimination of Prison Rape. Authorized by the Prison Rape Elimination Act of 2003 (PREA), this funding aims to significantly enhance efforts in detecting, preventing, reducing, and punishing prison rape across adult prisons, jails, juvenile facilities, and community corrections. The National Prison Rape Elimination Commission (NPREC) has already delivered proposed national standards to the Attorney General, who will subsequently publish a final rule. In anticipation of these crucial standards, this grant is for the purpose of ensuring correctional agencies are well-equipped. The established Resource Center will provide essential existing resources, comprehensive training, technical assistance, and program implementation support to the corrections field, directly assisting in the effective implementation of the forthcoming national standards and improving overall safety.

| Description: | The Consolidated Appropriations Act, 2010 (Pub. L. 111-117), authorized the Bureau of Justice Assistance (BJA) to provide continued funding for prison rape prevention and prosecution as authorized by the Prison Rape Elimination Act of 2003 (PREA) (P.L. 108-79). The National Prison Rape Elimination Commission (NPREC) has delivered to the Attorney General its proposed national standards for enhancing the detection, prevention, reduction, and punishment of prison rape in adult prisons and jails, lockups, juvenile facilities, and community corrections. After giving due consideration to the NPRECs recommended national standards the Attorney General will publish a final rule adopting national standards for the prevention of and response to prison rape. In anticipation of a final rule, it is important that correctional agencies be made aware of existing resources and provided with training, technical assistance, and program implementation resources. The Resource Center for the Elimination of Prison Rape will be established to provide these services and resources to the corrections field to assist in the implementation of the standards. |
