The Joint Fire Science Program (JFSP) is a partnership of six federal wildland fire management and research agencies that have a shared need to address problems associated with managing wildland fuels, fires, and fire-impacted ecosystems. NON-GOVERNMENTAL ORGANIZATIONS ONLY: This amendment is to: 1) Remove the 10% allowance of pass-through costs to administer subcontracts or subwards; and 2) Clarify how the direct cost base application should be applied to the indirect rate in order to ensure JFSP is in compliance with OMB Uniform Guidance requirements and the indirect cost rate waiver memo approved by the Department of the Interior. The administration costs for subcontracts or subawards need to be included as a part of the direct cost calculation for each institution. Your institution must apply this reduced rate of no more than 20% against the same direct cost base identified on your approved indirect cost rate agreement. If your institution uses MTDC (modified total direct costs) as the direct cost base, the indirect cost rate can only be applied to all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel, and subawards and subcontracts up to the first $25,000 of each subaward or subcontract (regardless of the period of performance of the subawards and subcontracts under the award). MTDC excludes equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs and the portion of each subaward and subcontract in excess of $25,000. |
