Description: Background: The principal purpose of this agreement is to support restoration and maintenance of healthy, productive ecosystems and wildlife populations through land management activities. Disruption of the pre-settlement disturbance regimes and climate change have caused vegetative changes that now put many of Colorado’s ecosystems at risk of uncharacteristic damaging wildfire and unhealthy conditions.

Objectives: To improve forest health and wildlife habitat through a variety of treatments in a variety of forested and non-forested ecosystems. Projects may include, but are not limited to:
– Commercial and non-commercial thinning of forests.
– Hand and mechanized treatment of vegetation to reduce hazardous fuel conditions and or improve habitats.
– Seeding of appropriate wildlife browse and forage species for habitat enhancement, and seeding for erosion and noxious weed control on sites disturbed by management activities. Seedings will consist of native species unless science and experience have proven non-native, non-invasive species are more effective.
– Layout of treatment unit boundaries and timber marking under the direct supervision of BLM staff.
– Prescribed fire may be part of the overall project. However, Federal agency personnel will serve as the lead partner for any prescribed fire planning and operations. All fire personnel will meet NWCG requirements.
– Pre and Post-treatment monitoring of specific treatment objectives and goals.
The BLM will work closely with the recipient to plan, implement and monitor the effectiveness of proposed projects. The BLM will assist in obtaining any required permits and ensure the proper NEPA is completed as needed to accomplish project goals. The recipient will provide a quality control and monitoring plan that will be approved and reviewed by the BLM. Each year an Annual Operating Plan (AOP) will be developed collaboratively between the BLM and recipient with details about specific projects, partners/authorized contacts, funds/contributions, project requirements and the project management plan. The AOPs will be included annually as modifications to the agreement.

Public Benefit: Improved resilient landscapes, enhanced watersheds, habitats, aesthetic conditions, and reduced risk of catastrophic wildfire achieved through improving and restoring ecosystem health.
