Description: The Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement opportunity to resume and continue the zooplankton sampling efforts conducted at two stations in the Gulf of Maine. The cooperative agreement will monitor the ecology of zooplankton in the Gulf of Maine and how it influences the distribution of the highly endangered North Atlantic right whale.This is not an open request for proposals. Section 1345 of OCSLA authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA and other Federal laws, including the sharing of information, the joint utilization of available expertise, and monitoring arrangements to carry out applicable Federal and State laws and regulations.BOEM anticipates making one cooperative agreement award in FY 2019 for one proposal submitted under this Program Announcement. The anticipated period of performance is three (3) years. This announcement is specifically to announce intent to undertake the following project:Zooplankton Ecology of the Gulf of MaineOpen to:University of Maine, School of Marine Science

The purpose of this 6/24/2019 Modification is to: (1) Change the due date for applications to 5 PM EDT, 7/23/2019 in the synopsis and Section IV of the full announcement; and (2) Change the award floor to $75,000 in the synopsis.

In addition, the following changes are made to the full announcement: (1) Section I – spell out Office of Renewable Energy (OREP), and add Environmental Studies Program information; (2) Section II – Change the period within the proposed work must be completed to three years; (3) Section III – Remove, “However, cooperative research (establishment of teams) is encouraged,” and add, “BOEM expects that the total funds provided from other sources or as a cost share (see 2 CFR 200.306) will be provided amount of $400,000;” (4) Section VII – Add Division of Environmental Sciences contact information.
