Description: The United States Government represented by the Bureau for International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs, (INL/WHP) directs and oversees foreign assistance programs pertaining to rule of law, law enforcement, and justice sector development in the Caribbean (Jamaica, Dominican Republic, The Bahamas, Trinidad and Tobago, Suriname, Guyana, Barbados, Antigua and Barbuda, St. Lucia, St. Vincent and the Grenadines, Dominica, St. Kitts and Nevis, and Grenada).

In these countries, INL is building the capacity of law enforcement, corrections and justice sector personnel through training, technical assistance, and mentoring, among other activities. As part of a regional platform, INL supports the travel of partner-nation personnel to attend trainings in other countries, furthering sharing of best practices. To facilitate this capacity-building work, and to accelerate implementation of training through travel, INL seeks to award a cooperative grant award for administering the logistics and travel of trainers going to the Caribbean and trainees attending programs from the Caribbean.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) announces an open competition for an assistance award in the Caribbean. Organizations may submit grant proposals for a program to facilitate the implementation of law enforcement and rule of law assistance programs. The activities under this award shall primarily take place within the Caribbean, but may include activities in other areas. Travelers may be arriving to the Caribbean from the United States or a third region, or program participants from the Caribbean may be traveling outside the region, including to the U.S., to attend trainings. Applicants must submit only ONE proposal that covers all countries in the region. Country-specific proposals are not permitted and will be deemed technically ineligible.
