The Bureau of International Labor Affairs (ILAB) announces the cancellation of FOA-ILAB-21-14, the Funding Opportunity Announcement (FOA) for a Strengthening Mexican Inspectorate for Labor Enforcement cooperative agreement, published on Grants.gov on September 1, 2021.

ILAB  is reassessing the needs of the Mexican Labor Inspectorate to ensure the project will align with priorities so to maximize results. As a result, the competition for this funding opportunity is hereby canceled. We will not panel applications submitted in response to FOA-ILAB-21-14 or take other steps to evaluate the proposals. We will not accept applications submitted through Grants.gov or any other submission method for this cancelled solicitation.  The Department reserves the right to reinstate this funding opportunity if it is deemed appropriate and, notwithstanding, anticipates a future project focused on labor inspections. Applicants are encouraged to continue to monitor Grants.gov for future funding opportunities.

Description:

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $10 million total costs (subject to the availability of federal funds) for one cooperative agreement to fund one technical assistance project in Mexico with the overarching objective to improve compliance with labor laws in Mexico. The project will strengthen labor administration systems for enforcement and inspection, and improve engagement with supply chain actors within the United States-Mexico-Canada Agreement (USMCA) priority sectors1 to reduce noncompliance with Mexican labor laws in Nuevo Leon, Sonora and Baja California, with a focus on bringing labor practices in line with Mexico’s 2017 constitutional reform on labor justice and 2019 labor law reform. The project-level outcomes are:

  • Outcome 1: Improved enforcement of labor laws by labor inspectors in the target states in USMCA priority sectors.
  • Outcome 2: Improved administration of labor inspections in the USMCA priority sectors.
  • Outcome 3: Improved labor inspector engagement with supply chain actors regarding labor legal requirements in target states and USMCA priority sectors.

The duration of the project will be a maximum of 4.5 years (54 months) from the effective date of the award.
