Additional Information on Eligibility: Cost-share projects submitted under this program will be developed in coordination with local BLM office staff. For example, potential partners interested in a wildlife habitat project should contact the wildlife biologist in the appropriate field office or district. If a potential partner is interested in protecting a local cultural site then the appropriate field office or district archeologist should be contacted. If a potential partner is interested in a project with state-wide implications than the appropriate program leaders at the Nevada State Office should be contacted.

Assistance in locating the appropriate BLM contact will also be provided by writing to Bryan Hockett, Partnership Coordinator at the Nevada State Office at b50hocke@blm.gov

Partners can match BLM funds in a variety of ways:
-The non-federal match may include cash; in-kind goods, services or labor; or project materials.
-Applicants should use local rates for other in-kind valuation of contributions (equipment operators, equipment use, professor salaries).
-The match will be explained in the project proposal and listed on the budget attachment.

The cost share requirement overall is non-federal partners are expected to match BLM CCS funds at or near 1:1 for their respective projects. If there is more than one non-federal partner for a project than their total contribution can be combined to meet the 1:1 cost share goal. If more than one project is funded with the same partner than the 1:1 match would apply to the total for all of the cooperative projects that fiscal year.

Description: The Challenge Cost Share (CCS) Program was first implemented in 1985 when Congress appropriated money within the wildlife program for partnership conservation projects. Since then the Bureau of Land Management (BLM) has expanded this cost-share program to include other resource programs with partnership opportunities. The CCS program now funds the following kinds of activities: research, monitoring and inventory of resources; implementation of habitat improvement projects, protection or documentation of cultural resources; providing for enhanced recreational experiences; development and implementation of species conservation and recovery plans; environmental education; conservation projects for native plant communities and eradication of noxious and other weeds.

In Nevada, the program is managed to maintain a variety of partnerships for wildlife, recreation, cultural resources, and native plant community conservation including rare plants, fisheries, and riparian habitat at the local level. Partnership contributions are required with a 50:50 overall cost share with non-federal dollars. Nevada BLM cost share will not exceed $50,000 per project annually. Multiple year projects up to but not exceeding 5 years are acceptable

I.Project One
Chicago Botanic Garden will train recent college graduates in federal land management processes and policies related to: 1.) Threatened, endangered and sensitive species; 2.) Restoration of public lands with local native species; 3.) Noxious weed abatement efforts. Recent college graduates would be placed into internship/mentoring opportunities with federal agencies. The BLM will be substantially involved by providing office space in BLM facilities, mentoring interns, and providing professional development opportunities, and providing day-to-day mentoring for intern project identification. II.Project Two:
Principal purpose of this project is to collaborate with Nevada Rock Art Foundation (NRAF) to conduct a cultural resource inventory of 580 acres of the previously documented 1160 acres of the Pistone/Black Mountain complex (CrNV-32-3579/26MN2001). NRA will identify and record rock art (petroglpyhs/pictographs), record known and unknown archaeological features, UTM location(s) and a final report of all archaeological resources identified including ArcGIS shapefiles.
1)Inventory and Documentation. NRA and volunteers (Walker River Paiute Tribal members and the public) will identify existing rock art to fully record rock art and archaeological sites associated with the Pistone/Black Mountain Complex.
2)Site Monitoring. Documentation of the archaeological resources for future monitoring by BLM archaeologists and Site Stewards. The monitoring includes a report of damage or area use, photographs of site features, and summary of volunteer time and other efforts.
3)Interpretation and Public Education.Increase the understanding of the archaeology and rock art resources throughout this complex, define extent of the site boundary and provide opportunities for interpretation, public education, site protection and future inventories of the Pistone/Black Mountain Complex. Providing training to interested tribal members for future documentation and monitoring of cultural resources/rock art by Walker River Paiute Tribe trained volunteers.

The objective of the Nevada CCS program is to have a cost effective, local-level cost share program with non-federal partners to implement conservation or other public land management projects for the good of the general public and public resources, including but not limited to, recreation, fish, wildlife, special status plants, water quality, cultural sites and historical trails.

I.Project One
Chicago Botanic Garden will train recent college graduates in federal land management processes and policies related to: 1.) Threatened, endangered and sensitive species; 2.) Restoration of public lands with local native species; 3.) Noxious weed abatement efforts. Recent college graduates would be placed into internship/mentoring opportunities with federal agencies. The BLM will be substantially involved by providing office space in BLM facilities, mentoring interns, and providing professional development opportunities, and providing day-to-day mentoring for intern project identification. Principal purpose of this project is to collaborate with Nevada Rock Art Foundation (NRAF) to conduct a cultural resource inventory of 580 acres of the previously documented 1160 acres of the Pistone/Black Mountain complex (CrNV-32-3579/26MN2001). NRA will identify and record rock art (petroglpyhs/pictographs), record known and unknown archaeological features, UTM location(s) and a final report of all archaeological resources identified including ArcGIS shapefiles.
1)Inventory and Documentation. NRA and volunteers (Walker River Paiute Tribal members and the public) will identify existing rock art to fully record rock art and archaeological sites associated with the Pistone/Black Mountain Complex.
2)Site Monitoring. Documentation of the archaeological resources for future monitoring by BLM archaeologists and Site Stewards. The monitoring includes a report of damage or area use, photographs of site features, and summary of volunteer time and other efforts.
3)Interpretation and Public Education.Increase the understanding of the archaeology and rock art resources throughout this complex, define extent of the site boundary and provide opportunities for interpretation, public education, site protection and future inventories of the Pistone/Black Mountain Complex. Providing training to interested tribal members for future documentation and monitoring of cultural resources/rock art by Walker River Paiute Tribe trained volunteers.
4) The resulting research may ultimately be used in other applications and assists the BLM in developing better decision-making tools. This type of information will improve public land management. Principal purpose of this project is to collaborate with Nevada Rock Art Foundation (NRAF) to conduct a cultural resource inventory of 580 acres of the previously documented 1160 acres of the Pistone/Black Mountain complex (CrNV-32-3579/26MN2001). NRA will identify and record rock art (petroglpyhs/pictographs), record known and unknown archaeological features, UTM location(s) and a final report of all archaeological resources identified including ArcGIS shapefiles.
1)Inventory and Documentation. NRA and volunteers (Walker River Paiute Tribal members and the public) will identify existing rock art to fully record rock art and archaeological sites associated with the Pistone/Black Mountain Complex.
2)Site Monitoring. Documentation of the archaeological resources for future monitoring by BLM archaeologists and Site Stewards. The monitoring includes a report of damage or area use, photographs of site features, and summary of volunteer time and other efforts.
3)Interpretation and Public Education.Increase the understanding of the archaeology and rock art resources throughout this complex, define extent of the site boundary and provide opportunities for interpretation, public education, site protection and future inventories of the Pistone/Black Mountain Complex. Providing training to interested tribal members for future documentation and monitoring of cultural resources/rock art by Walker River Paiute Tribe trained volunteers.
4) The resulting research may ultimately be used in other applications and assists the BLM in developing better decision-making tools. This type of information will improve public land management. The BLM will be able to more effectively target their activities to gain the most benefit, making more efficient use of funds, which is clearly in the public interest.Point of contact for this project is Susan McCabe 775-885-6132 smccabe@blm.gov

III.Project Three:
The Nevada Department of Wildlife (NDOW) has a requirement for LCT stream surveys to be conducted in support of its fisheries and wildlife program.
Coordination with the state of Nevada in this effort generates a spinoff benefit of habitat data
useful to the Bureau of Land Management, which can serve to help support, the ongoing land management planning process.
The data will allow for the BLM, NDOW, and other agencies to analyze land use impacts and decisions as they relate to LCT species recovery and progression toward delisting.
