Agency Name: Assistance Coordination
Description: The Bureau of Near Eastern Affairs’ Office of Assistance Coordination (NEA/AC), in coordination with the Libya External Office (LEO), the Bureau of Near Eastern Affairs’ Office of Maghreb Affairs, the Bureau of Conflict and Stabilization Operations (CSO), and the Bureau of Political and Military Affairs (PM), seeks proposals to enhance electoral security and mitigate electoral violence for upcoming local and national electoral events in Libya. Funding will support efforts to immediately develop and implement an overarching Libyan electoral security strategy, corresponding plans, and complementary programming in Libya, via two broad lines of effort:
1. Advisory/technical support and training to Libyan state security institutions, such as the Government of Libya (GOL) Ministry of Interior (MOI) and the Ministry of Defense (MOD), and relevant non-state actors to develop and implement electoral security plans and enhance coordination both within state security institutions and with the High National Election Commission (HNEC) and external security stakeholders; and
2. Advisory/technical support and/or training to establish informal local electoral security coordination mechanisms that incorporate civil society, municipal councils, and traditional local leaders (such as tribe or minority representatives) to monitor risk, coordinate with HNEC and security providers on electoral security, and develop early warning mechanisms.
