Continuation Anticipated Period of Performance Date of Execution to September 30, 2018 Award Instrument Grant Statutory Authority PL 89-72 Federal Water Project Recreation Act, Sec 7(a)(b) Stat. 213(1)(2)(3) CFDA # and Title 15.524 Single Source Justification Criteria Cited Continuation OVERVIEW East Bay Regional Park District (EBRPD) operates and maintains, under a management agreement with the Bureau of Reclamation, approximately 90 acres of developed parkland and wildlife habitat at Contra Loma Reservoir. This site offers recreational boating, hiking, picnicking, and fishing. Visitation, predominately from Central California counties, averages 150,000 guests annually. This grant will fund activities which will assist the Recipient to meet its obligation to improve facilities within the Contra Loma recreation area. As a benefit to the public, this project will: RECIPIENT INVOLVEMENT The East Bay Regional Park District will be responsible for the implementation of the project. RECLAMATION INVOLVEMENT No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation’s involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc. SINGLE-SOURCE JUSTIFICATION (2) CONTINUATION Single Source Justification Description: Based on the Statutory Authority referenced below, funds available require the recipient to execute an agreement with Reclamation for the administration of the land and water areas for recreation enhancement. East Bay Regional Parks District (EBRPD) is a Non-Federal, Public Managing Partner and is the only entity which has executed an agreement with Reclamation for the administration of these lands and water areas for recreation. This award is a continuation of R13AP20012 which, expired December 31, 2014. The task proposed in this agreement is to improve recreation parking facilities within the Park. These funds will be utilized to install asphalt. This is an additional surface applied on top of base material funded in 2014.
