This announcement is to provide public notice of the Bureau of Reclamations intention to fund the following project activities without full and open competition. Reclamation completed the Assessment of U.S. Bureau of Reclamation Projects in the Columbia River Basin: Effects on Pacific Lamprey (Lampetra tridentata). This document identified several areas of possible effects and recommended further actions in relation to Reclamation Projects within the Columbia Basin. Reclamation has been working with several parties on various aspects of lamprey studies and will continue to make best use of the current expertise, experience, and jurisdiction of each entity to investigate and address lamprey issues with Reclamation projects. Therefore, it is Reclamations intent to enter into a Cooperative Agreement with the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) whereby CTUIR will investigate potential effects from Reclamation operations and/or facilities on Pacific lamprey populations in the Umatilla River Subbasin, and identify and plan measures for fish passage remedies to address these impacts where appropriate.
