The Bureau of Reclamation (Reclamation) intends to issue a Cooperative Agreement to Friant Water Authority under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.555, Omnibus Public Land Management Act of 2009 (Public Law 111-11), Public Law 111-11, Sec. 10004 (b)(2), Sec. 10201(a)(1)(b) and Sec. 10203(a); Public Law 114-322, Sec. 4007 (b)(2); Stipulation of Settlement CIV NO. S-88-1658-LKK/GGH (San Joaquin River Restoration Settlement) – Paragraph 11 (a)(6)(7); as limited and delegated by the Secretary of the Interior delegation of authority to the Bureau of Reclamation at 255 DM 1.1B. Estimated total amount of agreement is $9,837,644.  Reclamation is providing $5,018,833 in Fiscal Year 2019. 

 

This project will provide the following:

  • Immediate Repair Work – To temporarily mitigate further reduction in a capacity.  Friant Water Authority plans to construct immediate works including several miles of liner raise, sealing of bridge underlayment and liner joints, and treating seepage problem areas. 
  • Subsidence Correction Work – To partially restore lost capacity.  This partial restoration could range between 2,000 cfs and 3,500 cfs and is the common operating range below the subsidence restriction.
  • Capacity Correction Work – To fully restore the original design maximum capacity (up to 4,000 cfs) through the section.  This objective is to fully correct the design deficiency for the FKC Middle Reach (MP 88 to MP 122).
  • Noninterference – To ensure noninterference with existing programs, planned programs, and work being conducted throughout the entire length of the FKC.
  • Storage – To design and eventually construct long-term alternatives aimed at delivering full operational capabilities during wet season operations, thus increasing the usable storage space at Millerton Reservoir during key times of the water year.

A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(4) is solely within the discretion of the Government.
