Additional Information on Eligibility: The only eligible applicants to apply for this NOFO are the four Public Health Institutes under the Ministry of Health in the Socialist Republic of Vietnam: the National Institute of Hygiene and Epidemiology (NIHE), Pasteur Institute-Ho Chi Minh City (PI-HCMC), Pasteur Institute Nha Trang (PINT), and the Tay Nguyen Institute of Hygiene and Epidemiology (TIHE).

Description: The U.S. Centers for Disease Control and Prevention (CDC) has partnered with the Government of Vietnam (GVN) since 1998 to improve and protect the health of the Vietnamese people. As part of its public health strategy, the GVN is working fast-paced toward compliance with the International Health Regulations of 2005 (IHR) (2005). Vietnam conducted a Joint External Evaluation (JEE) in 2016 and identified numerous recommendations for improving capacity in 19 technical areas. Since then , CDC has worked closely with GVN to strengthen the host government capacity in several Global Health Security Agenda (GHSA) Action Packages. The purpose of this NOFO is to strengthen capabilities of the four Public Health Institutes under the Ministry of Health in the Socialist Republic of Vietnam (the National Institute of Hygiene and Epidemiology [NIHE], Pasteur Institute-Ho Chi Minh City [PI-HCMC], Pasteur Institute Nha Trang [PINT], and the Tay Nguyen Institute of Hygiene and Epidemiology [TIHE]) to execute World Health Organization (WHO) essential public health functions. Key components include support for GHSA focus areas, including preventing avoidable epidemics, early detection of threats, and rapid and effective response; and support for additional programs performing cross-cutting public health functions at the regional level.
