Using funding provided by PEPFAR, the Centers for Disease Control and Prevention (CDC) works with host countries and other key partners to assess the needs of each country and design a customized program of assistance that fits within the host nation’s strategic plan and partnership framework. The main aim of the Notice of funding Opportunity (NOFO) is to provide support to the Ghanaian Ministry of Health (MOH) to strengthen the national laboratory system. This will be achieved through a combination of activities that build the capacity for HIV Viral Load (VL) and Early Infant Diagnosis (EID) testing, ensure the implementation of Continuous Quality Improvement (CQI) practices, provide technical assistance to strengthen laboratory capacity for HIV surveillance, diagnosis, and disease monitoring, and through the development of national laboratory policy guidelines and standards.

In fiscal year 2019, a national sample transport system was established to support the movement of samples for HIV testing and viral load using the national post courier. Beginning in fiscal year 2020, PEPFAR activities focused on a single region, Western Region, and the supporting back up laboratory at Korle Bu in Accra, to demonstrate achievement of epidemic control through evidence-based activities that the government could replicate nationally. CDC’s activities will continue support monitoring and updates of the sample transport system; monitoring, updates, and implementation of a viral load data management system; capacity building of laboratories towards international accreditation; and proficiency testing with corrective action training.
