Emerging Contaminants (ECs) are chemicals or materials of interest that are characterized by: A perceived or real threat to human health or environment. No applicable regulations or peer-reviewed toxicity values, or the regulations/values are evolving.ECs may have insufficient or limited health, science or technology information available. They may also become of interest because a new source or pathway has been discovered or a new detection limit reveals more widespread contamination.ECs are a growing concern nationally and internationally. Besides numerous U.S. efforts, the European Union is about to implement a massive chemical management system called “REACH” that will have international implications. 1.2 DoD EC Program. ECs can affect the health of DoD forces, employees and the public; the readiness posture (e.g., training on ranges); acquisition programs (e.g., availability of materials); operation and maintenance of DoD assets; and Component cleanup programs.Given the potential wide-ranging impacts on DoD, DUSD (I&E) established an EC program during POM-08. Working with the DoD Components through a Steering Group, a program has been established that does the following: Looks over the horizon, identifies ECs, and filters those that may be of importance to DoD. Conducts a systematic impact assessment of ECs to further filter those with clearly significant impacts to DoD in five functional areas. Develops risk management options for actions/investments by Program Executive Offices and Program Managers.  Engages OMB, other federal agencies, states, and industry in strategic EC issues.  Focuses on reducing the impacts of EC to DoD acquisition programs by managing life cycle ESOH impacts and related life cycle costs. 2.0 Objectives: 2.1 This scope of work defines tasks that will support CMRM. The primary objective is to provide expertise and advice regarding life cycle assessment, industrial hygiene and exposure assessment. 3. 0 Tasks:3.1 General Tasks. The performer shall provide technical and management support for CMRM during the performance period. The support will typically be in the form of technical advice that will be used to formulate DoD positions or policy. Personnel providing support shall be capable and experienced in producing clear, concise summaries of technical and management issues for use by executive level decision makers. Documents can include, but are not limited to, point papers, background papers, position papers, “PowerPoint” presentations, executive correspondence (e.g., memoranda), or summaries based on specialized templates developed by the government for specific purposes. 3.2 Specific Tasks. The Recipient shall perform the following specific tasks:3.2.1 Toxic Substances Control Act (TSCA) Work Plan Chemicals Assessments. The performer shall receive and coordinate comments received from DoD Commands on specific TSCA Work Plan Chemicals assessments and supporting documentation provided to DoD by the Environmental Protection Agency (EPA). The incumbent will consolidate all comments eliminating redundancies and producing a final package for submission to EPA. Conflicting comments will be adjudicated among the parties. Any unresolved issues will be brought to the attention of the CMRM Program Manager. DoD expects to receive about two such assessments during the period of performance and cannot predict the complexity or timing. The incumbent shall coordinate and lead Service participation in teleconferences with EPA to discuss their verbal response to comments and will track DoD comment incorporation in subsequent draft documents prepared by EPA. This effort shall culminate in one deliverable for each comment period. Each deliverable will list all adjudicated comments and a summary that can be submitted as the DoD response to EPA request for comments.3.2.2 Draft Sustainability Guidance. The performer shall review the DoD Draft Sustainability Analysis guidance for technical soundness and consistency with existing DOD Policies. This will include assessment of the USETox module and integration of requirements derived from the Draft DoD Chemical, Physical and Toxicological (CPT) Guidance Document. The incumbent will provide as a deliverable, specific comments and a written summary to the program manager. This will also include review of the CPT Guidance document and development of recommendations for adapting it to optimize integration of data into USETox. 3.2.3 Phase I Impact Assessments:The performer will provide input and technical support for development of one to two Phase I Impact Assessments that will be conducted during the period of performance. This will include the development of expert elicitation questions, drafting of read-ahead package material describing the regulatory environment and risks posed by the EC, review of DoD subject matter expert responses and results analysis to develop risk management options. This effort will culminate in one deliverable per Phase I impact assessment that includes a list of expert elicitation questions and a read-ahead package. 4.0 Period of Performance:4.1 The period of performance shall be from the date of award to 30 June 2016. At least 60 days notice is required to allow funds recovery if funds cannot be fully expended.
