The Children’s Bureau (CB) is offering these 3-year Implementation Grants, constituting Phase II of a multi-phase initiative. This grant is for organizations previously awarded planning grants (HHS-2013-ACF-ACYF-CA-0636) to build the capacity of child welfare systems. The purpose is to prevent homelessness among at-risk youth and young adults involved with child welfare. Grantees will install and rigorously test model interventions developed during their planning grant period. The primary objective is to determine intervention fidelity and effectiveness in achieving intended outcomes, assessing their readiness for a subsequent rigorous outcome evaluation (Phase III). The CB anticipates funding a subset of successful grantees for this summative evaluation.

Planning grantees may apply for the second in this series of projects that are expected to build the capacity of child welfare systems to prevent homelessness among the most at-risk youth/young adults with child welfare involvement. During this Phase II, grantees will install and test the interventions developed during the planning grant period to determine if the interventions have been installed with fidelity and if the interventions are capable of producing the intended outcomes, with the goal of accessing readiness for moving to a rigorous evaluation of the most successful intervention model(s). At the end of this 3-year grant period (Phase II) pending the availability of funds, CB expects to fund a sub-set of the grantees to move to Phase III, a summative evaluation (rigorous outcome evaluation). |
