U.S.-based organizations should submit a copy of their IRS determination letter. Pakistan-based organizations should submit a copy of their certificate of registration from the appropriate government organization. |

Description: | CAO Islamabad’s purpose in funding projects under this opportunity is to further contributions to economic growth and development of human and government capacity in Pakistan, while developing people-to-people ties and increasing understanding of and support for U.S.-Pakistan relations and American values and policy among the Pakistani public. Programming funded under this NOFO will help to strengthen ties between the United States and Pakistan through programming that highlights shared values and promotes bilateral cooperation. To that end, all programs must include American content and/or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Proposals must contain a clear plan to measure and evaluate the impact of the program. Preference will be given to proposals that target audiences outside the urban centers of Islamabad, Karachi, Lahore, and Peshawar and socio-economically disadvantaged and/or vulnerable populations. While proposals that include exchanges outside of Pakistan are welcome, proposals with the majority of activities conducted in Pakistan will be given preference. We encourage recipient organizations to include links to American businesses to promote the growth of U.S.-Pakistan economic ties when possible. We welcome proposals from qualified organizations that have not received CAO funding in the past as well as existing and/or previous PAS grantees, including PAS and U.S. Department of State University Partnership participants, and from members of the Pakistan-U.S. Alumni Network (PUAN). The deadline for applications for this NOFO has been extended by one week, until April 12. During this time, applicants should verify the active status of their SAM registration and provide the recently requested letter, along with any other necessary documentation, to move forward with the registration process. Applicants should also obtain or verify their active www.grants.gov registration.
Non-U.S. organizations are not required to submit a notarized letter, but they still need to submit the original, paper copy of the letter within 45 days of applying for SAM registration. We are requesting an exception to this requirement since postal submission is difficult for many potential applicants. Please check the web sites regularly of SAM.gov and Grants.gov for updates. Applicants that do not yet have an active SAM registration but who can show, with a screenshot or email, that they have completed the SAM application and have uploaded the required letter will be able to submit a proposal through the new PAS Islamabad email address: PakistanPASProposals@state.gov. Applicants with an active SAM registration must submit their proposal through www.grants.gov. Proposals submitted by email from applicants with an active SAM registration will not be considered. |

An alert recently posted on www.grants.gov and www.SAM.gov announces the requirement to provide a notarized letter in order to register in SAM. In order to continue the award submission and review process without interruption, PAS Islamabad will accept proposal packages before the deadline via email at PakistanPASProposal@state.gov.
If an applicant’s SAM registration is unaffected and is still active, then proposals must be submitted via www.grants.gov. Proposals should be submitted by email ONLY if applicants receive a message during the submission process that their SAM registration is not active and submission cannot be completed through www.grants.gov. If applicants are unable to obtain or renew a SAM registration, then a screenshot showing this must be submitted with the proposal to the PAS Islamabad email address. While we will accept applications via the email mentioned above, no funds can be awarded to an organization that does not have an active SAM registration, so applicants are urged to submit the requested notarized letter to move forward with the SAM registration process. |
