**THIS IS A TWO-STEP FUNDING OPPORTUNITY ANNOUNCEMENT** CONCEPT PAPER DUE DATE AND TIME: JANUARY 25, 2024, AT 5:00 PM ET. This is the FINAL Funding Opportunity Announcement (FOA) for the Department of Energy, Environmental Management (DOE-EM) Community Capacity Building Grant Program (CCBGP).

The DOE-EM CCBGP was established by the Consolidated Appropriations Act, 2023. The goal of the CCBGP is to reinvest in disadvantaged communities that have been affected by decades of nuclear defense research and environmental cleanup efforts. Residents in these communities may have been adversely and/or disproportionately affected by environmental, climate, and human health policy outcomes. The CCBGP provides resources to communities not benefitting from the significant economic activities generated by the DOE-EM cleanup program.

The CCBGP objectives are focused on strengthening relationships with local communities by supporting projects that serve community and economic development goals, promote revitalization efforts, and promote inclusive community engagement practices. EM views capacity building as a long-term, continuous process that promotes engagement, enhances collaboration, and fosters development of a common vision for the future.
