Additional Information on Eligibility: | Eligible applicants under this FOA are states (including state, territorial, and tribal institutions of higher education), territories, Native American tribes and tribal organizations, and public and nonprofit community entities (including religious organizations and public and private nonprofit institutions of higher education). Public Institutions of Higher Education – For purposes of eligibility under this FOA, “public institutions of higher education” are defined as two-year community colleges or four-year colleges or universities that are: (1) established by a state, territorial, or tribal government authority; (2) receives funding from state appropriations; (3) is legally authorized within a state to provide a program of post-secondary education; (4) provides an educational program for which the institution awards a bachelor’s degree or provides not less than a 2-year program that is acceptable for full credit toward a bachelor’s degree, or awards a degree that is acceptable for admission to a graduate or professional degree program; and (5) is accredited by a nationally recognized accrediting agency or association, or is an institution that has been granted pre-accreditation status by such an agency or association. Public or Nonprofit Community Entity – Under this FOA, a “nonprofit community entity” is defined as a public or private nonprofit organization that is representative of a community or a significant segment of a community, and is engaged in meeting human, educational, child-welfare, family well-being, personal growth and improvement, social welfare, or economic growth and mobility needs for the disadvantaged. A public or private non-profit institution of higher education may be eligible to the extent that it can demonstrate that it is a "nonprofit community entity," and applies as such an entity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations. Description: | This FOA was formerly titled “Responsible Fatherhood: Improving Relationships and Economic Outcomes for Fathers and Families.” The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA) is announcing its intent to competitively award demonstration projects that support activities promoting responsible fatherhood as enacted by the Claims Resolution Act of 2010 (Pub. L. 111-291). The Responsible Fatherhood initiative is designed to help fathers establish or strengthen positive parental interaction by providing activities that develop and improve relationship, communication and parenting skills, and contribute to the financial well-being of their children by providing job training and other employment services. Responsible Fatherhood activities also help fathers improve relationships with their spouses, significant others, and/or the mothers of their children. ACF is particularly interested in organizations that have the capacity and proven record of accomplishment in helping low-income fathers, and comprehensive fatherhood programs that integrate robust economic stability services, healthy marriage and relationship activities, and activities designed to foster responsible parenting. |
