| Additional Information on Eligibility: | The University of Maryland, Baltimore (UMB) is the only implementing partner currently supporting the Government of Nigeria to establish all necessary systems and infrastructures required for conducting this national population-based HIV/AIDS survey. UMB emerged as the top ranked, successful applicant from a fully competitive, objective review process under the Notice of Funding Opportunity (NOFO) GH18-1813, with a first-year award ceiling of $20M. It was originally planned to conduct the survey over a three-year period with data collection occurring in the first two years; hence a first year ceiling of $20 million for this project was reasonable. However, after this NOFO was developed and submitted to headquarters on May 31, 2017, the Department of State Global AIDS Coordinator (S/GAC) mandated an increased funding level as well as technical specifications, benchmarks and timelines for completing this survey. The notification memorandum from S/GAC reached the OPDIV, Division of Global HIV/TB Prevention, and Nigeria on June 27, 2017. The memorandum mandates that data collection must be conducted and completed in year one, requiring over two-thirds of the funds to be obligated in year one. Report writing must be completed in year two. Therefore this project supplement is necessary to increase the award ceiling for the first year of the UMB cooperative agreement in order to comply with S/GAC mandates. UMB is already actively engaged in preparation activities include establishing survey governance structure, developing standard operating procedures and data management system, recruiting and training field workers, and conducting a pilot to further refine the survey plan. They have also begun to procure supplies, equipment, hire staff, and engage with multiple sub-partners. Additionally, they have commenced collaboration with stakeholders including the National Agency for the Control of AIDS (NACA) and the Global Fund through which a significant portion of laboratory commodities, supplies and vehicles have already been procured. It is absolutely necessary for these activities to continue without a break and integrate with the activities to be funded by this program expansion supplement. UMB is prepared to scale up and carryout data collection within a nine month period and has shared a detailed implementation plan. |
