The TSI does this by 1) identifying suitable DHS operational requirements that can be addressed by academic research, 2) developing research topic areas according to those requirements and/or CWMD Office priorities andNational Security Strategy, and 3) executing Cooperative Agreements with awardees todevelop the technology to a point that it can be transitioned to the marketplace. The TSIfacilitates this transition by requiring applicants to have industrial or national laboratorypartners.
