Q: The proposal submission instructions related to the above-referenced APS require a budget narrative of no more than two pages. In the case were we are proposing one or more sub-recipients (sub-partners), shall we assume that the 2 page limit applies to both the CRS and sub-recipient budget notes together, or doe the 2-page limit apply to each? In other words, up to 2 pages for the CRS budget notes, and up to 2 pages for the sub-recipient?

A: Attach additional budget narrative, up to two pages, for each sub-partner

Question 1. If the applicant is a US based 501(c)3 not-for profit organization that is not registered in Guatemala and does not have a presence in Guatemala, can we apply and (a) accept and manage the award as a US non-profit and retain local Guatemala partners for local activities, or (b) register as a profit or non-profit in Guatemala upon receipt of an award, or (c) partner with a Guatemala partner upon receipt of an award and become a sub to the Guatemala company?
Answer: Applicants must be registered in, or have worked in, Guatemala.

Question 2. Is the form of demand reduction described above the type of program that INL will fund under this APS. Sorry to ask, but INL seems to mostly focus on beefing up police forces and training. I know you and I discussed this a little on the phone, but I’ve added this question in case you wanted to refer this email to a colleague.
Answer: Per the RFA, the term "demand reduction" refers broadly to drug demand reduction, treatment and rehabilitation.

Question 3: On the main page (http://redirect.state.sbu/?url=http://www.grants.gov/web/grants/view-opportunity.html?oppId=272431), it states the deadline is August 30, 2015. However, on Page 2 of the “Request for Proposals” under the heading “Deadline for Applicants”, it states “The deadline for submissions to be considered in the third round of evaluations is August 7, 2015, 12:00pm Eastern Daylight Time. Submissions after August 7, 2015, 12:00pm Eastern Daylight Time will not be considered. “ Can you please confirm if the deadline is August 7, 2015 or August 30, 2015?
Answer: The correct deadline for the third round of evaluations is August 7, 2015.

Question 4: May proposal budgets exceed $200,000?
Answer: Yes, the minimum proposal budget we will consider is $200,000 and the maximum is $2,000,000.
