Description:: Authority: DOL Manual Series (DLMS) 2-386(G)(3): The recipient has unique qualifications to perform the type of activity to be funded. Any responses received as a result of this NOI shall be considered solely for the purpose of determining whether to conduct a competitive procurement and will not be considered for purposes of award under this announcement notice. The DOL Office of Procurement Services (OPS) is seeking to award a sole source Cooperative Agreement to the National Center for International Exchange and Cooperation (NCIEC), #21 Hepingli Beijie, Beijing, China. Activities under the cooperative agreement will support the policy dialogue through the provision of technical assistance and exchange, development of effective regulations and standards, and establishment of best practices in selected industries. The NCIEC is uniquely suited to offer the services sought by ILAB. It has a track record of having successfully implemented international technical assistance projects in China; unique skills, outreach and the organizational structure to ensure participation by government officials from both China and the United States; demonstrated capacity to meet project management reporting and performance requirements; and has established operations with Chinese government approval and can begin implementation of the project immediately. Finally, NCIEC has a bilingual staff with direct knowledge and experience in work safety and health and in international assistance projects.
