Additional Information on Eligibility: Be a registered non-profit organization including civil society organization, NGO, religious association, or educational institution based or working in Somalia. Applicants must be registered in-country or submit proof that they are seeking registration in Somalia at the time of proposal submission. Applicants must also have competent programmatic ability, and ability to meet INL reporting requirements

Description: The United States Government (USG) represented by the Department of State’s Bureau for International Narcotics and Law Enforcement Affairs, directs and oversees foreign assistance programs aimed at criminal justice reform in Somalia. INL provides support for law enforcement training and development as well as a range of assistance and capacity building for the rest of the criminal justice sector in Somalia.

In an effort to complement existing INL, USG and international donor efforts to develop the rule of law and support civilian policing efforts in Somalia, INL seeks applications from qualified non-governmental organizations for a program to build technical capacity of all current members of the Criminal Investigative Department (CID) of the Somali National Police (SNP) to investigate complex crimes (including terrorism), effectively prepare cases to refer for prosecution, and provide on the job mentoring to mid-to-senior members of CID to ensure sustainability of U.S.-funded support.
