Description: EXECUTIVE SUMMARY
The Department of State?s Office of Weapons Removal and Abatement (PM/WRA) is seeking information regarding quick response conventional weapons destruction (CWD) capability. This Request for Information (RFI) is not a request for proposals and no funding will be provided based upon this announcement. The overarching purpose is to provide a Quick Reaction Force (QRF) capable of deploying worldwide on short notice to reduce the harmful effects of landmines, explosive remnants of war (ERW), unplanned explosions at munitions sites (UEMS), and at-risk, illicitly-proliferated, and indiscriminately-used small arms and light weapons (SA/LW) and conventional ammunition. RFI operational capabilities may include clearing ERW, destroying excess, unstable, and at-risk munitions (including MANPADS and other advanced conventional weapons); improving physical security at munitions storage facilities; and bringing stockpile management practices into line with international best practices.
U.S. non-governmental organizations (NGOs) with no foreign ownership are encouraged to respond to the RFI. It is envisioned that total maximum project funds will not exceed $2,000,000 per fiscal year and may be significantly less. All RFIs must be submitted via www.grantsolutions.gov OR www.grants.gov by 5:00 p.m. Eastern Standard Time (EST) on May 10, 2013.
