OVERVIEW

National Cooperative Agreement objectives that apply to this task agreement include:
¿ Develop a program involving cooperative efforts in cultural and natural resource conservation related to projects such as trail development and maintenance, historic, cultural and native habitat restoration and rehabilitation;

¿ Promote and stimulate public purposes such as education, job training, development of responsible citizenship, productive community involvement and furthering the understanding and appreciation of natural and cultural resources through the involvement of youth and young adults in the care and enhancement of public resources;

¿ Continue the longstanding efforts of the NPS to provide opportunities for public service, youth employment, minority youth development and training, and participation of young adults in accomplishing conservation-related work.

RECIPIENT INVOLVEMENT

SCA agrees to:

1. Place and maintain a qualified individual who is acceptable to the NPS for the Conservation Intern position #PO-00554850. This position is to be full time, 40 hours per week, for 26 weeks.
2. Provide for intern’s duty related travel during service.
3. Provide a stipend for subsistence, housing and local commuting to and from residence and place of work for the Conservation Intern for the duration of their participation in this project;
4. Oversee, direct and take corrective measures including, but not limited to, issues of conduct for the Conservation Intern;
5. Maintain administrative records for the Conservation

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following:

NPS agrees to:

1. Provide meaningful assignments to the Conservation Intern in the areas of resource management and cultural landscape preservation;
2. Provide project oversight and direction on assignments given to the Conservation Intern;
3. Provide initial orientation to the Conservation Intern to improve their knowledge, skills and abilities and ensure that they are properly equipped to successfully perform all assigned activities;
4. Provide ongoing training to the Conservation Intern to enhance their understanding of the NPS mission, policies and programs, in particular as they relate to the assignments and the goals/objectives of this project;
5. Provide all necessary tools, equipment, safety supplies, worksite transportation, project specifications, and applicable policies and regulations necessary for the Conservation Intern to successfully accomplish assignments;
6. Provide financial assistance.

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

This is a Task Agreement (P14AC00286) under Cooperative Agreement (P09AC00402) in the amount of $28,564.66 with a period of performance from date of award until 09/30/2015.

STATUTORY AUTHORITY

16 U.S.C. §1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs.
