Additional Information on Eligibility: This announcement is being made as a single source award. As such, this single source NOFO includes all of the elements required in Section 6.9 of Service policy 516 FW 6, Issuing Discretionary Grant and Cooperative Agreement Awards without Competition and falls under these criteria for issuing a single source award (from 505 DM 2) (4) Unique qualifications –The applicant is uniquely qualified to perform the activity based on a variety of demonstrable factors such as location; property ownership; voluntary support capacity; cost-sharing ability, if applicable; technical expertise; or other such unique qualifications.

Description: The primary purposes of this program are to measure avian population responses to habitat management in accordance with: 1) Executive Order 13186 Responsibilities of Federal Agencies to Protect Migratory Birds; 2) Memorandum of Understanding Between the U.S. Department of Defense and the U.S. Fish and Wildlife Service to Promote the Conservation of Migratory Birds; 3) The Sikes Act; and 4) Integrated Natural Resource Management Plans for each installation. Additionally, this program will help evaluate actions designed to minimize Bird Air Strike Hazard (BASH) near aircraft runways.
