ABSTRACT Recipient Student Conservation Association (SCA) Point of Contact James Cato ARTICLE I – BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Student Conservation Association (SCA) for the purpose of Conservation Projects. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. (1) Project Title, Project Description; The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in Lake Clark National Park & Preserve ARTICLE II – AUTHORITY NPS enters into this Agreement pursuant to: 16 USC 1723 (c)(1), Public Lands Corps, authorizes the Secretary to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d) of section 1723. The Secretary may also authorize appropriate conservation projects and other appropriate projects to be carried out on Federal, State, Local, or private lands as part of disaster prevention or relief efforts in response to and emergency or major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). ARTICLE III – STATEMENT OF WORK The intern will accomplish youth program projects for Lake Clark National Park and Preserve. 1. Youth Program Series: Develop and lead original, creative, exploratory programs for youth. Ten programs will be shorter in duration and delivered at the park visitor center in Port Alsworth. Three programs will be set up as day camps in resident zone villages. They are aimed at connecting youth with park stories, experiences, and natural and cultural resources such as wildlife, geology, and archeology. 2. Digital Media Creation: Curate the interpretive digital media collection into the software Portfolio Extensis, including application of metadata. A. The SCA agrees to: 1. To assist with recruitment and selection of selected candidates as Conservation Associates to participate in the work described in the above Scope of Work. 2. To provide for transportation to and from the LACL, Port Alsworth field headquarters and subsistence during the period of performance. 3. To provide living allowance, insurance, and Americorps awards (when applicable). 4. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. B. NPS agrees to: 1. To provide financial assistance in the amount of $25,705.28 2. To provide general orientation to park operations, NPS mission, and safety training. 3. To provide a NPS technical representative, Buck Mangipane, to be on-site with the SCA volunteer to assist with specifics of the project as needed. 4. To provide all necessary equipment and supplies applicable for performing required tasks. 5. To provide housing for the SCA Intern. 6. A written completion evaluation from Lake Clark National Park and Preserve per project evaluating the outcome and performance of that project. C. The Recipient and NPS, jointly, agree to: That no change in financial assistance amount, term of project, recipient’s participant (including backfilling), or any other provision of this task agreement shall take place without the execution of a written modification documenting the change(s) signed by the Agreements Officer. D. The project and other activities pursuant to this Agreement will be individually authorized by separate NPS task agreements, with each project or activity having a separate statement of work and budget developed cooperatively between the NPS and Recipient. |
