The research for this award has been an ongoing project with the Principal Investigator and competition would have a significant adverse effect on the continuity or completion of the activity. In addition, the language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient; following in accordance with the Omnibus Public Land Management Act of 2009 Public Law No. 111-11. This legislation established the South Park National Heritage Area and directs the Secretary of the Interior to enter into a compact with the South Park National Heritage Area�s management entity, collectively known as Park County.
