OVERVIEW

Cooperative Agreement Number H2261100002 was entered into by and between the Department of the Interior, National Park Service (NPS), and Organization of American Historians (OAH) for the purpose of promoting the greater public and private understanding of American history for their mutual benefit and for the people of the United States as well as for future generations, so that they can enjoy the historic resources of the NPS. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.

The objective of this task agreement is to document, to National Register of Historic Places standards, the Tobin Harbor Historic District at Isle Royale National Park in Michigan as described in the National Park Service 2011 Cultural Landscape Inventory (CLI) and to complete National Register Documentation for this historic district. This National Register evaluation of Tobin Harbor will provide a regional comparative analysis of similar water-borne property types¿remote North Woods/Great Lakes family seasonal resorts/camps on large bodies of water¿and nominate the Tobin Harbor district at a regional level of significance if justified by the regional analysis. This project assists in the promotion, facilitation, and improvement of people¿s understanding of the historic properties associated with the modern, recreation history in the United States of the nineteenth and twentieth centuries. It will demonstrate the regional historic context of a national pattern of recreation and will consider the ability of modest vernacular historic properties to demonstrate this regional manifestation of the national story. The information, products and/or services identified or developed by this project will potentially be shared by associated partners of the national park through a variety of strategies to increase public awareness, knowledge and support for historic preservation and stewardship of the Tobin Harbor Historic District and its level of significance within the western North Woods and Great Lakes region.

Tobin Harbor is a small resort community composed of twelve private camps and a fishery scattered on several islands at the northeast end of the Isle Royale archipelago in Lake Superior. The total number of camps declined over the years, and the National Park Service removed a number after the establishment of the park. Many of the remaining Tobin Harbor camps retain their original outbuildings and other associated structures. Although additions and repairs have been made over the decades, many of the properties retain a high degree of integrity.

The CLI identified a period of significance for the resort community as 1900 ¿ 1939, when Tobin Harbor was a vital summer community during the height of Isle Royale’s tourism industry and identified a local level of significance. The Tobin Harbor community evolved over time as friends, families, and others who enjoyed the rugged beauty of Isle Royale purchased property and made it their summer home. During the hey-day of the Tobin Harbor development, the Minong Lodge resort was the “community center” of the Tobin Harbor district. The rustic vernacular landscape maintains circulation, cluster patterns and historic structures through the retention of cabins, docks, outbuildings, circulation and cluster patterns, and views. Collectively, these properties comprise a historic district that retains high integrity, and express a continuum of use that began during the early 20th century. Although many of the seasonal residents no longer return, a number of camps are still used by life lease holders and their families during the summer. Several of the Tobin Harbor camps represent the families that strongly supported and advocated the Isle Royale National Park movement, and formed the Isle Royale Protective Association in the early 1930s. Involved supporters included the Merritt, Connolly, Siefert, Smith, and the Edwards families, among many others. The National Park Service and the Michigan State Historic Preservation Officers concurred that the Tobin Harbor Historic District historic landscape as defined in the CLI is eligible to the National Register, and the NPS manages this resource as a historic property.

RECIPIENT INVOLVEMENT

1. Work with NPS to identify a researcher to prepare a NR nomination of Tobin Harbor Historic District in Isle Royale National Park, Michigan. A CLI dated 2011 prepared by the NPS, Midwest Regional Office, defines a boundary, period of significance, and a local level of significance and can be used as the foundation of the NR nomination. The nomination shall be submitted according to the format outlined in the National Register Bulletin, How to Prepare the National Registration Form (available at: http://www.nps.gov/nr/publications/bulletins/nrb16a/) and prepared on a ¿National Register of Historic Places Registration Form¿ Form 10-900.
2. Work with NPS to arrange a post award meeting with OAH, NPS, researcher, and others to discuss technical aspects of the agreement and to confirm the schedule for the submission of the products in conjunction with a public meeting to introduce the project historian(s) to members of the community.
3. Work with NPS to prepare the nomination per the attached Statement of Work.
4. Work with NPS to identify appropriate peer reviewer(s) and obtain external review.

NATIONAL PARK SERVICE INVOLVEMENT

Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following:

1. Make available to the OAH existing CLI/List of Classified Structures reports and all resources and studies related to the Tobin Harbor Historic District at Isle Royal. This includes a Map of Isle Royale NP with an insert of the Tobin Harbor recreation camps.
2. Provide transportation and logistical assistance for site visits to Tobin Harbor and the historic resources associated with the NR nomination.
3. Provide a NPS technical representative who will serve as the liaison for this task agreement between the NPS and OAH.
4. Provide timely review of the draft and final products. This includes coordinating the draft review with the Michigan State Historic Preservation Officer and with the Isle Royale Friends and Family Association.
5. Ensure that the NR eligibility criteria are fully addressed.
6. Consult with the OAH in determining the appropriate qualifications, experiences, and skills required in the primary field project historian(s).
7. Act as a liaison to the Isle Royale Friends and Family Association.
8. Provide research assistance for materials available at the Midwest Region Office of the NPS.
9. Arrange a post award meeting to discuss technical aspects of the agreement and to confirm the schedule for the submission of the products in conjunction with a public meeting to introduce the project historian(s) to members of the community. The meeting shall take place in Illinois within 30 days of the award.

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;
