The Systems Performance Advancement II (SPA II): Component Metric Validation Funding Opportunity Announcement (FOA) refines the approach that was used for the FY13 Systems Performance Advancement FOA, DE-FOA-0000848 (referred to as SPA I for the purposes of this FOA); which developed and tested components to validate performance prior to integration with systems. This funding opportunity focuses on achieving technical performance gains through advanced controls, Power-Take Off (PTO) components, and innovative structures. SPA II is a progression from SPA I, with additional emphasis on the validation of component metrics, as well as crosscutting component applications for marine and hydrokinetic (MHK) systems. These initiatives are part of a multi-year strategy to optimize MHK components in preparation for commercial-ready system integration. SPA I awardee selection is not a prerequisite for the application and selection criteria of the SPA II FOA. SPA II will support component development projects in three topic areas that have the greatest potential to increase annual energy production (AEP) while reducing levelized cost of energy (LCOE). Whereas the SPA I FOA targeted system performance metrics, SPA II defines key component metrics that must be validated under each topic area.
