The Department of Energy (DOE) National Energy Technology Laboratory (NETL), representing the Office of Electricity Delivery and Energy Reliability, is offering this grant to bolster expertise in synchrophasor data analysis. Despite increased synchrophasor deployment, a critical shortage of skilled professionals exists due to limited academic access to production-grade data. This grant is for two key purposes: to enable university researchers and students to gain access to and conduct vital research using synchrophasor data from utility distribution systems, and to facilitate the creation of robust university curricula and training programs. This initiative aims to cultivate a knowledgeable workforce prepared to meet the evolving demands of the electricity industry. Eligibility is open to US colleges, universities, and affiliated research institutions with accredited undergraduate and graduate programs.

Description: | The American Recovery and Reinvestment Act of 2009 funded synchrophasor deployment projects that have created a quantum increase in the quantity of high-speed, time-synchronized measurements available for the United States bulk electric power system. However, there are a limited number of professionals, researchers and students that have the knowledge and expertise to understand and analyze the data that will be generated. One of the reasons for this is that university affiliated researchers, professors and their students have not been able to obtain production-grade synchrophasor data. To rectify this problem, the Department of Energy (DOE), National Energy Technology Laboratory (NETL), on behalf of the Office of Electricity Delivery and Energy Reliability (OE), is issuing a Funding Opportunity Announcement (FOA) to: 1) enable university researchers and students to gain access to and conduct research using synchrophasor data collected from u tility distribution systems, and 2) enable universities to create a successful curriculum and training program that will produce a knowledgeable and skilled workforce in disciplines that will meet the current and future workforce needs of electricity industry. In accordance, with Section III-Eligibility Requirements, this FOA is being restricted to United Sates Colleges, Universities and University-affiliated Research Institutions with accredited undergraduate and graduate programs. |
