Description: In its annual appropriations to Amtrak (the Grantee) for capital and operating expenses, Congress has authorized the Federal Railroad Administration (FRA) to withhold up to one half of one percent of the funds appropriated to Amtrak for monitoring and oversight. In order to strengthen the Grantee’™s reporting capabilities and support its efforts to upgrade its financial planning and related systems and procedures, FRA is returning to the Grantee $8.4 million in Fiscal Year 2009 through 2014 monitoring and oversight funds the FRA previously withheld, but has yet to spend.

The improvements will upgrade the existing SAP/BPC v7.5 financial system from a data consolidation and reporting tool to an industry-standard financial planning and reporting solution under SAP/BPC v10.1. The upgraded system will enhance reporting capabilities to meet state and commuter agency partner reporting requirements under the Passenger Rail Investment and Improvement Act of 2008 (Pub. L. 110-432, October 16, 2008) (PRIIA) Sections 209 and 212 cost allocation and cost sharing methodologies, and provide external stakeholders with a secure portal to access user-specific data and standardized reports.
