City or township governments
Native American tribal governments (Federally recognized)
County governments
Additional Information on Eligibility: Entities eligible to apply for grants include State emergency management agencies or a similar office of the State (e.g., the office that has primary emergency management or floodplain management responsibility); the District of Columbia; American Samoa, Guam, and the U.S. Virgin Islands; Puerto Rico and the Northern Mariana Islands; and Indian Tribal governments. Each State, Territory, Commonwealth, or Indian Tribal government shall designate one agency to serve as the Applicant. For the definition of the term Indian Tribal government refer to 44 CFR 201.2.
