Description: This notice invites State or local governments or other public authorities to make applications for participation in the Value Pricing Pilot (VPP) Program authorized by section 1012(b) of the Intermodal Surface Transportation Eficiency Act of 1991 (ISTEA), as amended by 1216(a) of the Transportation Equity Act for the 21st Century (TEA-21) and section 1604(a) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) and presents guidelines for program applications. This notice updates a notice published in the Federal Register on August 5, 2009, (FR39138), by providing revised procedures, processes, timelines, and program guidance. The document also describes the statutory basis for the VPP and procedures that will be used to implement the program. The FHWA will accept comments on these administrative guidelines throughout the life of the program and, as necessary, will issue additional guidance in response to public comments and program experience.
