After discussion with Legal and the GMO, it was determined that during an open grant period where applications are being accepted, the agency cannot help a prospective grantee of a competitive grant. This include approving projects outlined in an updated PP/TLD. Therefore, an applicant can submit an updated (not approved) PP/TLD in their application package HIGHLIGHTING the changes to the previously approved PP/TLD. Any award will be dependent upon the PP/TLD being approved for the new projects/changes submitted.
