| Description:: | There is no application process for this grant. This is a notice of intent to satisfy requirements of 505 DM 2. The International Affairs Office intends to enter into an agreement with the International Union for Conservation of Nature. This is a single source announcement based on the recipient’s unique ability to carry out the proposed tasks. The Division of Management Authority intends to enter into an agreement with the International Union for Conservation of Nature (IUCN). The project grant will be used to provide CITES Parties such as the United States with technical reviews of the CITES proposals to amend the Appendices for the upcoming Sixteenth meeting of the Conference of the Parties. IUCN has been providing an analysis of proposals to amend the Appendices (species listing proposals) for each meeting of the CITES Conference of the Parties since 1987 (i.e. since the 6th meeting; this is now for the 16th meeting). These analyses assist the CITES Parties in evaluating proposals against the CITES listing criteria by providing an assessment of each proposal by relevant experts, who generally would be members of an IUCN Specialist Group. The IUCN Specialist Groups are global volunteer networks of scientists with particular expertise in a given taxonomic group. These expert analyses are particularly useful to developing countries, who may not have the expertise available to make an informed decision on the proposals. Thus, the IUCN analyses contribute greatly to the functioning of CITES, particularly with regard to science-based decision-making as applied to the application of CITES protections to individual species or taxonomic groups. |
