Description: Building on HIV and TB laboratory system strengthening and generation of strategic information (SI), this NOFO addresses gaps identified in national HIV/TB laboratory systems and survey and surveillance activities to achieve program goals and help pave the way for HIV epidemic control. This NOFO supports Ethiopian Public Health Institute (EPHI) population and facility-based survey and surveillance activities to guide evidence-based HIV programs focused on high impact geographic areas and population groups. Real time surveillance systems will be designed in case-finding and outbreak investigation methods to identify networks with ongoing or new HIV transmission ultimately leading to the identification of populations that need prevention services. The national laboratory system will be strengthened for quality assured HIV, TB diagnostic, and viral load (VL) testing by gearing EPHI’s lab capacity building role to align with current prevention, care and treatment strategies. HIV and TB diagnostic will be scaled up, including routine use of dried blood spot (DBS), introduction of point of care testing (POCT),and implementation of a robust specimen referral system. EPHI will strengthen the national reference and regional laboratories technical and management capacity to support the PEPFAR program in Ethiopia. These interventions are essential contributions to enable Ethiopia’s achievement of the UNAIDS 90-90-90 goals by 2020.
