Additional Information on Eligibility: Four special eligibility criteria:  Applicants must clearly document and provide evidence for which of these four eligible types of health information exchange organizations they qualify.  Failure to provide sufficient evidence of your eligibility will eliminate you from further consideration or competition.  See full announcement for a list of all special eligibility criteria.

Description: The purpose of this cooperative agreement is for other networks, such as integrated delivery systems, personally controlled health record support organizations, state, regional and non-geographic health information exchange entities, and specialty networks to participate in the “network of networks” that is the Nationwide Health Information Network (NHIN).  In doing so, participants will implement and test the NHIN specifications and demonstrate their connectivity to others. Awardees shall achieve, test and demonstrate technical and trust relationships with the other participants in the NHIN through the NHIN Cooperative and when participating in the production NHIN, will add value for additional networks to also participate in the NHIN without funding support.
