Additional Information on Eligibility: | This NOFO is a full and open competition with no eligibility restrictions. Any types of U.S. and non-U.S. organizations may participate under this NOFO. All applicants must be legally recognized organizational entities under applicable law, as follows:1. Non-Governmental Organizations (NGOs): Qualified U.S. and non-U.S. private non- profit organizations may apply for USAID funding under this NOFO. Foreign government-owned parastatal organizations from countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible.2. For-Profit Organizations: Qualified U.S. and non-U.S. for-profit organizations may apply for USAID funding under this NOFO. Potential for-profit applicants should note that, pursuant to 2 CFR 200.400(g), the payment of fee/profit to the prime recipient under grants and cooperative agreements is prohibited. Forgone profit does not qualify as cost-sharing or leveraging. However, if a prime recipient has a (sub)-contract with a for-profit organization for the acquisition of goods or services (i.e., if a buyer-seller relationship is created), fee/profit for the (sub)- contractor is authorized. Non-U.S. for-profit organizations in countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible.Under the authorities of the Federal Grant and Cooperative Agreement act, and the Foreign Assistance Act of 1961, as amended, USAID hereby opens this action under a full and open competition NOFO, to any types of organization, including large or small, commercial (for profit) firms, faith-based, and non-profit organizations in partnerships and/or consortia from Authorized Geographical Code 935, are eligible to compete. USAID welcomes applications from organizations which have not previously received financial assistance from USAID.No applications for renewal or supplementation of existing projects are eligible to compete with applications for new Federal awards under this NOFO.Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment by the Agreement Officer (AO).The Recipient(s) must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient(s) has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award. |
