Description: Choice Neighborhoods Background and Purpose. The spatial concentration of proverty remains a serious and often unrecognized challenge to the ability of poor families and children to access opportunities and move up the economic ladder. Moreover, many neighborhoods of poverty contain a significant presence of distressed and public and/or HUD-assisted housing in need of repair or replacement.
