Toward these ends, these states may attempt to subvert or otherwise undermine international nonproliferation regimes, leverage dual-use scientific expertise, seek to acquire dangerous and weaponizable materials, and procure sensitive equipment from unsuspecting or indiscriminate commercial or scientific institutions. To address these threats, ISN/CTR seeks creative and competitive proposals that utilize open-source information that map illicit state procurement networks, develop targeted interventions to disrupt access to weaponizable materials, and dual-use equipment, and limit access to necessary scientific expertise. |
