Description: Technical assistance to build capacity of the Republican AIDS Centers (RAC) so that services for people at risk for, and living with HIV/AIDS will be provided according to revised national standards of care which are in compliance with international requirements. All activities are intended to improve outcomes along the HIV care continuum. The main goal is to assure quality of services provided for PLHIV via introduction of accreditation of the PEPFAR sites providing HIV services and certification of HIV service providers. The objectives are to: 1) provide quality-assured HIV testing and counseling, including development of a national policy for HIV Rapid testing (RT) and certification of HIV RT providers; 2) assure high quality of HIV care, treatment, and viral load services; 3) provide high quality comprehensive HIV prevention to key populations, and 4) increase availability and use of quality data through routine monitoring and evaluation to support quality of HIV program planning and implementation.
