Description: The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program supports voluntary, evidence-based home visiting services for pregnant people and parents with young children up to kindergarten entry. This notice announces the opportunity to apply for funding for the Institute for Home Visiting Workforce Development (the Institute) and to establish and operate the Jackie Walorski Center for Evidence-Based Case Management. The purpose of the Institute is to provide support for home visiting programs to expand, support, and retain a diverse and qualified workforce. The Institute will do so by assessing workforce trends, researching effective workforce support practices, and providing technical assistance on such practices. In addition, this funding opportunity will support, within the Institute, the establishment and operation of the Jackie Walorski Center for Evidence-Based Case Management (the Center), which will identify, evaluate, and disseminate evidence-based case management best practices within the home visiting context. The goals of this program are to:
1) Improve the quality of MIECHV services,
2) Support home visitor professional development and well-being, and
3) Reduce the costs and disruption associated with frequent staff turnover and re-training.
This funding opportunity will also support the establishment and operation of the Jackie Walorski Center for Evidence-Based Case Management (the Center), which will identify, evaluate, and disseminate case management strategies implemented within the home visiting context. The Institute will accomplish the above goals through the following objectives:
• Assessing the MIECHV home visiting workforce, such as workforce supply and demand.
• Conducting an environmental scan as needed to inform resource development.
• Maintaining a coalition of diverse partners, experts, and organizations to provide input and expand reach and impact.
• Informing and supporting federal, state, tribal, and local efforts to recruit and retain the MIECHV home visiting workforce.
• Establishing a comprehensive, online, and searchable library of resources, tools, and trainings.
• Developing and/or refining professional development resources and tools.
• Identifying and/or refining existing core competencies of the home visiting workforce.
• Establishing competency-based professional development plans.
• Providing technical assistance to MIECHV program leaders and staff to build capacity to address workforce needs and challenges.

Housed within the Institute, the Jackie Walorski Center for Evidence-Based Case Management (the Center) will support effective case management strategies that will help families access needed services – such as medical, social, and educational services. The Center will identify, evaluate, and disseminate case management tools, resources, and strategies, to support the home visiting workforce. The objectives for the Center include:
• Identifying and assessing effective home visiting case management strategies.
• Identifying, defining, and assessing the core components of case management practices.

• Developing and refining professional development resources, tools, and trainings for effective case management practices.
• Providing technical assistance through the development and dissemination of resources and trainings to build the capacity of state and local programs.
