Additional Information on Eligibility:: | The Ministry of Health (MOH) is mandated to coordinate, develop policies and guidelines for the health-sector response to the HIV epidemic in Uganda and oversees laboratory services at the national and regional referral levels while the Ministry of Local Government administers those at the district and health center levels. Through its laboratory technical advisory (LTAC) committee, comprised of MOH personnel and multi-sectorial representatives and working through its technical arm, the Central Public Health Laboratory (CPHL), the MOH is responsible for all the laboratory diagnostic functions for the Government of Uganda. The MOH will provide leadership and technical assistance in assuring highly functional and operational national health laboratory services while assuring sustainability and quality systems integration for the support of the HIV/AIDS prevention, care and treatment programs. |

Description:: | The purpose of this announcement is to oversee and continue with the strengthening of the National health laboratory services that will: (1) provide leadership in HIV/AIDS related laboratory training; and (2) provide technical assistance and leadership in assuring highly functional and operational testing systems, and assuring quality systems integration, in building the capacity of health laboratories to support HIV/AIDS prevention, care and treatment in Uganda This funding opportunity is intended to allow the continuation of existing activities and expansion to provide comprehensive HIV/AIDS activities and services including all key areas supported by the US PresidentÂ’s Emergency Program for AIDS Relief (PEPFAR). These activities were initiated under cooperative agreement number PS002724: CDC-RFA-PS10-102603. The purpose of this announcement is to build an indigenous, sustainable national health laboratory system to support the National HIV/AIDS Care and Treatment Plan at all health care levels. A significant component of this announcement is for the establishment of the National Health Laboratory Services (NHLS), a semi-autonomous organization under the MOH which will provide leadership and serve as a focal point for training on HIV/AIDS, tuberculosis, opportunistic infections, malaria, and other emerging diseases of public health importance. The NHLS will provide technical assistance and leadership to laboratories nationally for quality systems implementation and integration, thus assuring functional and operational testing systems, serve as the primary resource for receiving information on international standards and guidelines for quality systems, provide technical assistance to the national laboratory network for management and implementation of laboratory information management systems, provide technical assistance and testing for national HIV-related surveillance activities and HIV early infant diagnosis. |
